Fix guide README links and remove DO section
This fixes links in the guide/README.md so that they don't point to master, instead they point to the doc relative to the version of the README.md you're looking at. It also removes the section from the DigitalOcean guide on costs, to avoid the maintainence overhead. Signed-off-by: John McCabe <john@johnmccabe.net>
